Animal rights should be enforced in a stricter manner. Who ever harms a stray dog should be immediately punished and fined. it should be made clear to all that just because they are voiceless doesn't give any body the authority to harm them, not even throwing stones, or beating with sticks. 
  Excuses such as a stray is barking continuously, or scaring small children should not be enough to harm them in any way, or poison them to death. Rules for the stray animals should be followed by all.

Why is this important?

Every soul deserves to live with dignity and love, but some people take the lives of the voiceless for granted, this should be faced with courage. Some think too much of their power, but we must show them that nothing can be done against these innocent souls.
